Development of SNV's capacity to operate effectively and responsibly in FCAS, with a particular focus on West and Central Africa, as well as East and Southern Africa

The overall objective is to develop an organisational strategy and operational guidelines for SNV interventions in fragile contexts and conflict-affected situations and contribute to their rollout.


The specific objectives are to:

  • 1. Analyse SNV’s current experience and practices in FCAS to identify the main challenges and best practices.
  • 2. Assess SNV’s capacity to design and implement conflict-sensitive projects and programming, propose, and prioritize appropriate reinforcement measures.
  • 3. Clarify SNVs position on working in FCAS and addressing fragility.
  • 4. Identify the partnerships and human resources needed to implement the ‘fragile contexts’ policy/strategy and propose a roadmap for it’s the effective rollout.

Institutional and organisational assessment of LSF (Legal Services Facility) in Tanzania

LSF is a Tanzanian NGO with a mission to promote and protect human rights by enhancing legal, social, economic and civic empowerment to women, girls and marginalized groups through supporting paralegal organisations and legal aid services, channelling sub-grants and engaging in related policy advice and advocacy. The assignment included supporting the formulation of an EU funded grant to LSF, developing a institutional and organisational capacity development plan for LSF and providing strategic advice to Enabel (the Belgian development agency).

The purpose of this consultancy was to conduct an information mapping and analysis on highly exploitative child domestic work in Tanzania and Ghana, including on the nature and prevalence patterns and factors driving domestic servitude/slavery-like practices in child domestic work; current legal and policy responses; knowledge gaps hampering effective policy responses

Tubiri Tuvurana Ubupfu (TUBIRI): Strengthening Trust and Positive Relations Between Youth and Police in Burundi

Strengthening trust and positive relationships between youth and police to prevent violence during the 2020 electoral cycle in Burundi


  • 1. Increased police, mixed security committee, and youth capacity to peacefully address tensions and conflict in their communities
  • 2. Dialogue fostered between communities and police on sensitive topics, including security and the electoral process
  • 3. Alternative, positive narratives of collaboration between police forces and youth are strengthened

Strategic Planning Belgian Federal Human Rights Institute

Assist the Secretariat (team) and Board of the recently established Belgian Federal Human Rights Institute in developing their first strategic plan. This comprised support in context analysis, stakeholder consultation and mapping, defining a long-term vision, a mission, priorities and strategic objectives with longer term 
(10 year) and medium term (4 year) horizon  of the Institute, develop a theory of change, indicators,  a monitoring and impact measurement mechanism, etc.

Evidence-based learning study on effective remedy for migrant workers in the labour migration policies in Mauritius


In this study, we reviewed and presented state and non-state protection mechanisms for migrant workers and evidence from gender-sensitive data collected to reveal practices regarding access to remedies in Mauritius. Based on the findings, gender-sensitive recommendations to improve national cooperation and collaboration with/between the Government of Mauritius, employers, brands and other sectors, trade unions, and non-governmental agencies operating in Mauritius were made to increase fair and responsive access to remedy for migrant workers in Mauritius.

Study and Mapping of the civil society active in the field of security sector and human rights monitoring in Liptako Gourma region - Burkina Faso, Niger, Mali

This study was aimed at identifying and evaluating local civil society organizations in Burkina Faso, Mali and Niger that are involved in the prevention and legal support of people who consider themselves victims of human rights violations by members of the defense and security forces, particularly in the Liptako-Gourma region. 

  • Development of a mapping focusing on civil society organizations’ capacities in the Liptako Gourma Region.
  • Methodology development, field data collection, conflict analysis, risk assessments, data analysis including performance index for civil society actors, report development including operational recommendations
  • Guidelines for a plan to strengthen the means of action, and other recommendations.
