Conducting an institutional and organizational assessment of FPM-ASBL (Fund for the promotion of financial inclusion) in DR Congo.

The FPM was institutionalized in 2010 as a non-profit association (ASBL) under Congolese law. In 2014, its sister vehicle, FPM SA, was created to provide refinancing to financial institutions in DR Congo following its approval by the Central Bank of Congo. This assessment of FPM-ASBL focused on the institutional context, financial management, procurement, overall governance systems, and capacity to implement project roles to be funded through a grant by Enabel, the Belgian Development Agency. The assessment was conducted in view of involving FPM-ASBL as a technical and implementing partner of the FEE projects (Skills enhancement, Entrepreneurship and Employment) in multiple provinces (Kinshasa, Kasaï Oriental, Tshopo, Haut-Katanga and Lualaba) in DRC. The assignment also included advice concerning further institutional and organizational development of FPM-ASBL and strategic advice for the FEE projects implementation.
