Evaluation of the Global Minds Programme - Flemish Interuniversity Council (VLIRUOS)

The Global Minds (GM2) (2022-2027) programme support Flemish Higher Education Institutions (HEIs) in their global academic cooperation and international partnerships for sustainable development. The programme comprised 6 GM project, one for each of the 5 Flemish universities and an additional project for the 13 Flemish Universities of Applied Sciences and Arts (UASAs). The evaluation provided a comprehensive diagnosis of GM's overall performance and impact at university and UASA level. The evaluation focussed on strategic relevance of the programme for both VLIRUOS and for the Flemish HEIs while offering evidence-based, actionable recommendations for the next five-year iteration of the GM programme (2027-3032).

The diagnosis and recommendations covered complementary areas of outcome and impact, such as: (i) Global academic cooperation policies, systems, structures and practices of Flemish HEIs; (ii) People’s global mindset & skills among staff, students and public; (iii) Effective, knowledge driven and resilient global networks and partnerships of Flemish HEIs; (iv) contributions to quality education and research by both Flemish HEIs and by their global partner institutions and academics.
