Organisational development and change facilitation support to the merger of the Ministry of Social Cohesion and the Department of Culture, Youth and Sport in Guyana

This assignment comprised: (1) conducting stakeholder consultations and facilitating strengths, weaknesses, opportunities, and threats analysis of the Ministry of Social Cohesion and the Department of Culture, Youth and Sport, (2) facilitating workshops on institutional and organizational development, sector policies, theories of change, policy implementation strategies, change process facilitation, etc., (3) designing proposals for a new institutional concept and organizational structure for an integrated Ministry (in charge of Social Cohesion, Culture, Youth and Sports), (4) formulating recommendations for institutional and organizational development and facilitation of the envisaged change process, including a pathway of transition, (5) recommendations regarding an institutional setup distinguishing a core Ministry with policy setting and coordination roles from semi-autonomous agencies assigned with policy implementation roles in areas as culture, youth, and sport, (6) Recommendations for a ‘way forward’ for the establishment of a “Guyana Youth Service” (grouping youth development programs ran by different ministries into a single agency – the GYS – under one Ministry).
