Institutional and organizational evaluation of the DNEC for a potential partnership with the Support Program for the functioning of the Civil State and the establishment of a Secure Information System in Mali (PAECSIS)

The objective of this evaluation was to analyse and assess the capacities of PAECSIS' state partner, the National Civil Status Directorate (DNEC), in accordance with the relevant regulations and good practices. The aim of this evaluation is to ensure that this administration has qualified human resources and valid procedures for the proper management of subsidy agreements. More specifically, this analysis had the following objectives:

• Identify the major risks linked to the delegation of activities or sub-objectives, and therefore: 

• • Define adequate implementation modalities in the agreement and determine to what extent monitoring and/or support from the intervention is necessary (ANO or not, reporting frequency, audit, missions...);
  • Define specific capacity building activities.
    
    

• Engage in a dialogue with the partner on its capacities and encourage it to better organise itself.
