For this assignment, C-lever advised the 'Program in Support of the Health Sector of Niger' (PASS). The assessment focussed on the institutional context, financial management, procurement, overall governance systems and capacity to provide and manage qualitative primary and second-level health services. It also included advice concerning fine-tuning the intervention strategies and theory of change of the PASS and on how to position the results-based funding (RBF) to effectively foster the transition towards an embryonic (local) universal health coverage system.
