Institutional and organisational assessments of 4 partner organisations of the “Legal Empowerment of Migrant People” project in Morocco

The performance evaluation focused on analyzing the financial and procurement processes of the four partner organizations (1. Moroccan Organisation of Human Rights [OMDH], 2. Rights and Justice [Droits et Justice], 3. Asylum Land Tunisia [Terre d'Asile Tunisie], 4. Antiracist Group for the Defense and Support of Foreigners and Migrants [GADEM]). In this context, their strengths and weaknesses, as well as opportunities and threats, were identified (SWOT). The application of national procedures to manage finances and public procurement in Morocco is part of this analysis. 

The tasks include: (1) an analyze the organizational structures of the four partners regarding their financial and procurement management; (2) an analyze the different systems and financial processes put in place by these structures: the budgetary framework, the accounting system, budget monitoring, financial reporting; (3) an analyze the systems, processes, and procedures in place for the management of public contracts, etc., (4) Identifying proposals for risk control measures (risk for Enable) to take into account in the context of the signing of subsidy agreements.
