Final external evaluation of the Capacity Building through Skills Enhancement Program (PRC) in Morocco, with a focus on energy, water, sanitation, ports, environment, gender, and local government issues. The assignment was conducted by 2 international experts and 1 national consultant. It comprised of (1) an assessment of the program’s intervention logic and theories of change,(2) a review of progress reporting and monitoring and evaluation mechanisms, (3) stakeholder interviews and group discussion; site visits; desk reviews of pertinent documentation and data; (4) A comprehensive evaluation report relating to the Dedicated Admin Connection evaluation criteria and the specific evaluation questions; (5) Drafting recommendations for future interventions in support of skills enhancement and professional development in Morocco.
