Final evaluation of the Studies and Expertise Program (PEE) in the Democratic Republic of Congo

This program was comanaged by the Ministry of Foreign Affairs of the Democratic Republic of Congo and Enabel, the Belgian Development Agency.
The program’s final evaluation comprised of: (1) an analysis of available documentation (project document with initial context assessment, planning, and monitoring reports, outputs, steering group meetings, etc., (2) additional data collection through stakeholder questionnaires and interviews, site visits, etc., (3) Participative assessment exercises and documenting ‘lessons learned in workshops. (4) Producing a final evaluation report with findings and conclusions for all DAC evaluation criteria and recommendations for a potential extension of the program and future or ongoing comparable programs of Enabel.
