End evaluation of the Directorate-General for Development Cooperation and Humanitarian Aid (DGD) funded Belgium Program - Multi-year program, 'Project W' of Join For Water, 2017-2021

For this assignment, the following was provided: (1) an assessment of the Organisation for Economic Co-operation and Development Criteria for Evaluating Development Assistance (OECD DAC), in particular: relevance, efficiency, effectiveness, impact, and sustainability; (2) Focusing on how and to what extent the proposed outcome/specific objective of the Belgium program was achieved; (3) Checking whether the proposed changes have taken place and to what extent;, (4) Assessing whether the program has led to unexpected positive or negative changes concerning equitable, sustainable and participatory water management and use, (5) Provide an answer to the specific evaluation questions thus fulfilling accountability to the donor, the Directorate-General for Development Cooperation and Humanitarian Aid (DGD); and ensure the evaluation of the specific objective (= outcome) and the achievement of the program results.
